Sinking Cruise Ship

Nearly 1,600 people were retrieved from the sinking ship Thursday in a three-hour rescue operation after the vessel foundered on a volcanic reef, but some passengers complained of an insufficient supply of life vests, little guidance from crew members and being forced into a steep climb down rope-ladders to safety.
............................

I was reading the story of the cruise ship which sank in the waters off of Greece and the passage above struck me. We have been on two cruises and the 1st thing they do is a safety drill where you learn how to use your life vests and escape the ship. Every room is equipped with life vests and the only reason I can think that people said there were insufficient supplies is that they were on deck and couldn't go back to their rooms. Even then, I remember seeing boxes full of vests near open areas so that doesn't seem to make sense either. I guess it just goes to show that people are dumb in situations like this...
